concern and without reference to the Colonial
Government. The D.O.T. passed the matter on
to a commercial firm, Matheson and Company,
as they felt they were not directly concerned.
Matheson and Company then obtained a quotation
which from a firm supplying gas masks (at had first
to obtain Home Office permission to make this
quotation in case the masks should be needed
for this country) and then telegraphed to
their agent, the Jardine Engineering Company,
in Hong Kong a full offer for delivery of the
gas masks including price, quantity and
specifications, etc. Mr. Messent told me
that this telegram was sent this afternoon
(16th September).
Hong Kong do not appear to be directly
concerned any further and I suggest that it might
clear matters if we telegraphed briefly to them
as in draft herewith, which might be read to
the Foreign Office for concurrence before
despatch.
